I have three sets of outside garden rock lights each set with its own 12 volt transformer and with the old 20 watt halogen lamps. Can l use one new transformer to incorporate all nine lights if l change the bulbs to MR16 4watt 12volt bulbs?

Providing your lights are capable of the upgrade this will be fine and you could use the a 60w transformer to power all 9 lights.

Can this transformer handle a mix of 12v, 20W halogen, and 12v, 5.3w MR16 LED garden lights? If so, with the LEDs, do I calculate total wattage based on the 5.3W actual or 35w equivalent output?

Providing the total wattage of each lamp being attached does not exceed 150w this will be fine. and you go by each lamp's actual wattage.
