Why would this electrical head have water in it?

My Fish Mate Electrical Head keeps filling with water and blowing the choke. There is no leak from the filter as I removed the head and dried it all off and kept an eye on it, the seal is fine. I think it is condensation as I have always had this problem. Is there any way round this?

The main lid and quartz seals should stop this issue. Before anything else I would check whether the quartz glass has either a crack or a chip.

The glass that holds the UV lamp has broken on my filter, flooded the chamber and tripped the rcd. i've replaced the glass and lamp but the lamp does not work. Have I got to change the whole electrical head as this was immersed in water?
