The best time to buy these plants is April/May time as they are not frost hardy and prefer consistently warm temperatures. To advise you on how many plants, we would need to know the width, length and depth of your pond.

Any plant will prevent sunlight from penetrating the water so reducing algae blooms but they will not stop the algae completely. Goldfish will love the shade.
